I have encountered a great deal of difficulty searching for free tattoo flash designs online that were not just random designs. Sometimes I see categories like dragons, tribal, or celtic. However, if I am wanting to narrow down the search, it seems to be very tricky.
It's not just one thing I'm looking for, so telling you want it is or even providing a list wouldn't help me. I guess what I'm looking for is a well organized and categorized online archive of many different tattoo designs.

Most artists will design you a custom tattoo for free if you are going to have them give you the tattoo. Go to the shop and chat with them.

You are setting impossible conditions.
Normal thing to do nowadays is to have an idea FIRST (the thing that motivated you to get tattooed in the first place). If you think it will help the tattoo artist, sketch on paper or find photos in Google images to bring with you.
That’s it. There are no magic “flash sites,” and if there were they wouldn’t be free.
