Go somewhere where there is a major tourist attraction. Possibly a carnival, or an amusement park! Places like six flags always have airbrush tattoes….im not sure if they have henna though. Also, if there are a lot of stores on a particular street, walk around for an hour or so, and see if there are signs in the windows offering henna tattoes! Good luck! I love hennas! hahaha
i’ve only seen henna tattooing at fairs and carnivals, fiesta, etc, but a google search shows this place:

By Rivercenter Mall there is a small shop that does henna. Its across the street from the Menger Hotel & Dillards . . .its one of those tourist shops. Its one of the shops in line with Fudruckers, Mirror Maze, and Subway.
There should be a sign on the door advertising henna tattooing.
The Hair Studio on Sonterra does do Henna Tattoos, and they are in place for residents of the city and not for the tourist business. While I’m sure both are probably fine, I would think the one on Sonterra would be able to give you a slower and more finished look.
